Department Department of Transportation Division Engineering/Planning Salary $100,138.00 - $113,532.00 Job Profile JC-02770920-65 - Transportation Principal Engineer (DOT) (Highway Maintenance) (IFPTE Local 400 DOT) Scheduled Work Days & Work Hours Monday thru Friday 8:00 AM – 4:00 PM Opening Date January 30, 2026 Closing Date February 8, 2026 Job Requisition Number JR100889 TRANSPORTATION PRINCIPAL ENGINEER (DOT) (HIGHWAY MAINTENANCE) (Open) Pay Grade C00037 A Classification Transportation Principal Engineer (DOT) (Highway Maintenance) (IFPTE Local 400 DOT) Class Definition GENERAL STATEMENT OF DUTIES: Within the Department of Transportation (DOT), to perform moderately complex technical work in professional civil engineering in the area of specialization indicated by the title in the class of position; and to do related work as required. SUPERVISION RECEIVED: Works under the general supervision of a superior from whom are received general directions which afford the opportunity for the use of independent judgement and making of technical decisions of moderate difficulty. SUPERVISION EXERCISED: Assists in planning, assigning, supervising, and reviewing the work of subordinate(s); may supervise subordinate(s), as assigned. ILLUSTRATIVE EXAMPLES OF WORK PERFORMED: Within the Department of Transportation (DOT), to perform moderately complex technical work in professional civil engineering in the area of specialization indicated by the title in the class of position. Within Highway Maintenance Engineering: To perform moderately complex and difficult technical professional civil engineering work in connection with the maintenance of roadways, bridges and all associated drainage, roadside, signs, traffic signals and lighting systems infrastructure; to assist an engineer of higher rank in the administrative and technical supervision of all activities of the state highway maintenance engineering program; to be responsible for assisting in the technical supervision and engineering support of a staff engaged in maintenance engineering and operations; to lead in reviewing physical alteration permit applications and utility permit applications for proposed alterations and/or construction including plans, specifications and engineering reports; to lead in preparing scopes of work and documentation for maintenance projects and overseeing, coordinating, managing and supervising the projects; to lead in inspecting and reporting permit and maintenance project work for workmanship and materials to ensure compliance; to lead in completing final inspections and reports; to work with computerized GIS focused asset and maintenance management systems such as VUE Works; to work with E-Permitting systems; to ensure compliance with all federal and state regulations, preform moderately complex tasks associated with the development and operation of Intelligent Transportations Systems (ITS); Transportation Systems Management and Operations (TSMO); to do related work as required. REQUIRED QUALIFICATIONS FOR APPOINTMENT: KNOWLEDGE, SKILLS AND CAPACITIES: A thorough knowledge of engineering principles and practices of the area of specialization indicated in the title of the class of position and the ability to apply such principles and practices; a thorough knowledge of engineering fundamentals and techniques that are commonly used to resolve problems which regularly occur administratively and in the field involving the area of specialization; considerable skill in the use of current computer aided engineering technology; a thorough knowledge of all relevant AASHTO bridge, traffic, and highway design codes; the ability to apply engineering principles and practices to troubleshoot a variety of field problems and recommend solutions; the ability to read and interpret all types of plans and specifications; the ability to plan, assign, supervise and review the work of subordinates; the ability to establish and maintain effective working relationships with supervisors, subordinates, public officials and the general public; and related capacities and abilities. EDUCATION AND EXPERIENCE: Education: Graduation from a college or university with at least a Bachelor’s Degree in Civil Engineering or related engineering field and an Engineer-in-Training certificate (EIT). OR master’s degree in civil engineering or related engineering field with four (4) years of experience, OR a doctorate in civil engineering, OR a Professional Engineer License (PE); and Experience: Possess at least six (6) years of experience in the area of specialization indicated in the title for this position. SPECIAL REQUIREMENT: At the time of appointment, applicants with a Bachelor’s Degree in Civil Engineering or related engineering field must at least possess, an Engineer-in-Training certificate OR Professional Engineer’s License of registration issued by the Rhode Island State Board of Registration for Professional Engineers or a State licensing board which offers reciprocity with the State of Rhode Island; must maintain such registration as a condition of employment. Supplemental Information Excellent computer skills, good working knowledge of Microsoft Office Suite software. Knowledge of AutoCAD is desirable. Experience with e-permitting programs.
