Kentro is hiring a Reasonable Accommodations Specialist supporting the USAID. The objective of this contract is to provide senior-level advisory services to the USAID Human Resources Director in support of the agency’s strategic wind-down. The Senior Advisors will leverage deep institutional knowledge of USAID and the Department of State to guide the implementation of critical foreign service personnel actions—including severance, retirements, and staff transitions—while ensuring compliance with U.S. Government regulations and facilitating coordination with interagency partners.
The Equal Opportunity Specialist: Reasonable Accommodations will ensure the agency continues to meet its legal and policy obligations related to employees and applicants with disabilities. This includes managing the full lifecycle of reasonable accommodation (RA) requests, ensuring compliance with all applicable laws, policies, regulations, and Executive Orders, and working closely with senior leadership, legal counsel, and other stakeholders.
Responsibilities:
- Reasonable Accommodation Program Management
- Administer, monitor, and evaluate USAID’s Reasonable Accommodation program in accordance with the Rehabilitation Act of 1973, the Americans with Disabilities Act (ADA), and other applicable laws and policies.
- Serve as the subject matter expert on reasonable accommodations, providing advice, consultation, and guidance to leadership, managers, and employees.
- Manage the intake, assessment, and tracking of RA requests from employees and applicants.
- Case Evaluation and Decision Support
- Analyze and evaluate RA requests to determine if the requester is an individual with a disability and whether limitations/restrictions impact the ability to perform essential job functions with or without an accommodation.
- Apply all relevant legal, regulatory, and policy guidance in making determinations and recommendations.
- Coordinate with the Deputy Chief Operating Officer for all programmatic case decisions.
- Stakeholder Coordination and Communication
- Liaise with the Office of General Counsel, HCTM, medical professionals, and other relevant offices to gather necessary documentation and expertise for case resolution.
- Maintain effective communication with requesting individuals throughout the RA process, ensuring privacy and confidentiality.
- Compliance, Reporting, and Program Improvement
- Ensure RA program compliance with applicable EEO and disability-related laws, policies, and procedures.
- Develop, maintain, and analyze metrics on RA program activity and outcomes.
- Provide periodic reports to leadership on program performance, trends, and potential areas for policy or process improvement.
- Contribute to agency EEO program evaluations and assist with responses to oversight inquiries (e.g., GAO, EEOC).
Location: Remote, must be willing and able to be on-site in VA/DMV as needed.
Requirements
- Education: Bachelor’s degree in Human Resources, Public Administration, Law, or related field required; advanced degree preferred.
- Experience:
- Minimum of 8 years of progressively responsible HR, EEO, or related experience, including direct management of reasonable accommodation cases in the federal sector.
- Strong knowledge of the Rehabilitation Act, ADA, and related federal EEO laws, policies, and regulations.
- Demonstrated experience coordinating across multiple offices and managing confidential, sensitive information.
- Skills and Abilities:
- Excellent analytical and problem-solving skills.
- Strong interpersonal and communication abilities, including the capacity to handle sensitive conversations with tact.
- Proven ability to manage multiple priorities in a fast-paced environment.
- High level of discretion and commitment to confidentiality.
- Clearance: Ability to obtain and maintain a Public Trust clearance.
