Pay rate: £310.36 per day PAYE
Role length: Anticipated 2 - 3 months
Working arrangements: Hybrid working but requirement to be in the office 2 days a week
The role:
We are seeking a Property Partner to act as the strategic link between council services occupying property and the property department by taking a lead role in advising on all aspects of property asset management. You will maximise property performance through rationalisation, cost reduction and compliance with relevant property legislation while facilitating and maintaining service delivery in the most cost-effective manner.
You will work with the Asset Strategy Manager and strategic leads in services to develop service asset management plans ensuring that information, requirements and solutions for property assets and services are considered in a corporate context by translating strategic objectives into property solutions.
In order to carry out this role, you will need to be an experienced property professional with a qualification and proven track record in proactive management within large organisations, strong negotiation and leadership skills, and the ability to deliver strategic, innovative solutions across public sector partnerships.
Key responsibilities:
To assess assets in terms of suitability and sufficiency to ensure the needs of service users are met
Working within the Property Division to review, evaluate and implement property solutions to enable the most efficient delivery of services
Working with other public sector bodies, partners and the voluntary sector to facilitate improved services and co-ordinated asset management planning across boundaries
Develop and maintain close working relationships with services, at all levels, in order to pro-actively support and challenge optimum use of property resources in planning and implementing service delivery
To work with services to understand how service strategy, changes in legislation and changes in demand will affect property requirements and to express this in service asset management plans
Provide professional advice on all aspects of property use and occupation including the scoping and delivery of specific property projects
Implement operational land and property related transactions in order to optimise service delivery, capital receipts, revenue returns and to minimise the overall cost to the Council of the operational property portfolio including the negotiation of legal agreements
Lead on service specific property reviews and to represent services on cross cutting or geographical reviews
To represent the property service and, where appropriate, the Council at meetings (internal and external) and at court or tribunals where necessary
What the client is looking for:
A property-related qualification and proven experience in delivering proactive property management within a large organisation
Strong negotiation and advocacy skills, with the ability to provide professional advice across a broad range of service areas and to negotiate and complete various property transactions
Strategic thinker with the ability to plan practical solutions and turn ideas into effective action
Demonstrated ability to apply innovative, analytical approaches to complex and challenging problems
Excellent interpersonal skills, able to gain the trust and commitment of stakeholders and partners to collaborate in improving the city and its communities
Experience in supervising and managing technical staff, with a strong track record of team leadership and collaborative working
Previous experience representing an employer in legal and/or public forums
Confident working across the public sector to deliver cross-organisational solutions
A sound understanding of broader business needs, the regional economy, and the property market, including the ability to identify and leverage opportunities through partnerships with other public sector property users
Proficient in Microsoft Office or equivalent, with a willingness to learn new technologies and a working knowledge of property data and geographic information systems
