[What the role is] Joining a new team, we are inviting applications for the position of Manager/Senior Manager to administer and oversee Government grants and funds, including the Future Energy Fund, established to support Singapore’s energy transition towards a net-zero future. The person will play a key role in administering the funds, which include budgeting and disbursement, reporting and liaising with stakeholders on projects or initiatives in renewable/efficient energy, decarbonisation, and sustainability. [What you will be working on] Key Responsibilities Grant and Fund Administration Administer the funds to support approved projects and programmes in accordance with the governance framework. Manage disbursement and monitor utilisation of the funds in accordance with established policies and procedures. Coordinate with stakeholders and compile the project budget requirements, utilisation and project status on a near-term and medium-term basis. Liaise with internal and external stakeholders in monitoring the end-to-end fund application process, including project variations and terminations. Prepare and maintain the documentation, including records of disbursement, project status and outcomes. Reporting and Accountability Prepare detailed financial reports and disclosures, progress reports and presentations for internal and external stakeholders, including but not limited to fund disbursements, utilisation, and balances in accordance with the regulatory requirements and the Statutory Board Financial Reporting Standards (SB-FRS). Ensure accounting records are recorded and maintained correctly and timely. Coordinate as the key liaison for internal and external audits with various departments to ensure auditors’ information requests and replies to audit queries are provided timely. Stakeholder Management Collaborate with internal departments, external agencies, ministries and fund/grant recipients to ensure effective fund/grant utilisation. Address queries and resolve issues with recipients, auditors, and internal stakeholders relating to fund disbursements promptly. Policy Review, Process Optimisation and Payroll Administration Perform policy reviews in consultation with relevant government agencies/ministries and stakeholders. Review the fund administration processes to identify areas for streamlining and improving operational and administrative efficiency. Explore, lead, and implement automation solutions such as digital tools and platforms to enhance efficiency in routine accounting and administrative tasks. Coordinate end-to-end payroll processes, including report reconciliation and any other payroll-related administration, to ensure accurate and timely payroll processing by the external payroll agent. [What we are looking for] Requirements Education Education in Accounting, Finance or Business Administration. Experience Minimally 3 years of relevant working experience in Finance, preferably in public fund administration and grants management. Familiarity with energy transition strategies, decarbonisation technologies, and net-zero frameworks will be advantageous. A change champion with a focus on leveraging digital tools to streamline processes and implement dashboarding solutions will be advantageous. Skills and Competencies Strong practitioner-level knowledge of fund administration, grant disbursement processes, and financial management and controls. Excellent organisational, analytical, and problem-solving skills. Proficient in reviewing financial modelling, cost-benefit analysis, and impact assessment. Excellent verbal/written communication and collaboration skills for engaging diverse stakeholders, including government agencies, non-governmental organisations, and private companies. Proficient in Microsoft Office and financial management software. Personal Attributes Detail-oriented with an analytical mindset. Resilient, adaptable, and able to handle and deliver several projects simultaneously with tight timelines. Ability to work independently and as part of a team in a fast-paced environment.
