Design the Future of Learning Services for a Major Government Client As part of Capita’s multiyear transformation programme with a major strategic government client, we are building a new Learning Shared Service that blends digital platforms, ERP, automation, data insights, and learning science to deliver modern L&D services at scale. Job title: Learning Services Functional Lead Job Description: Why this Role Matters: You will lead the design of a fully modernised Learning Shared Service. You will shape how digital, AI, automation and modern learning technologies enhance employee capability. You will influence senior stakeholders across Capita and the client organisation. You will ensure all learning journeys are seamless, inclusive, and aligned to GDS and accessibility standards. What You Will Lead: Learning Operating Model & Blueprint Ownership Own the full end to end Learning Services Operating Model. Develop the learning specific Capita Service Blueprint and High Level Operating Model. Ensure seamless integration with the ERP platform (Oracle Fusion Learn) and other digital tools. Learning Service Design, SOPs & Process Architecture Lead the design of processes and workflows including: learning administration course creation, updates & publishing digital learning pathways CPD, professional development and talent linked learning learning MI and performance insights Drive a strong user centred, accessible, inclusive approach throughout (aligned to GDS and WCAG). Cross Partner & Client Engagement Actively contribute to the EndUser Forum representing Learning Services. Align Capita’s Learning design with client expectations, governance, and change appetite. Enablement for Training, Testing & Transition Provide critical inputs into learningfocused training design, test scripts, and readiness planning. Support cutover rehearsals and lead the resolution of Learning design issues during hypercare. What We're Looking for: Essential Experience 5–8 years’ leadership experience in Learning & Development, shared services, or service design. Deep understanding of Learning operations, digital learning platforms, and workforce development. Ability to design scalable learning operating models across people, process, tech, and data. Stakeholder management and cross functional negotiation skills. Knowledge of GDS, accessibility, and learner experience best practice. Eligible for Security Clearance (Level 2). Desirable Experience Experience designing within Oracle Fusion Learn / Oracle Learning Cloud (or other enterprise LMS such as Cornerstone, SAP SuccessFactors Learning, Workday Learning). Background in Learning Experience (LX) and digital learning ecosystems, including adaptive learning, intelligent pathways, AI powered content curation, and learning analytics. Experience in designing shared services or centralised L&D operating models within complex organisations. Professional learning or instructional design qualifications, such as CIPD L&D, TAP, ATD, or equivalent Experience participating in (or chairing) design authorities or governance forums, particularly in ERP or transformation programmes. Familiarity with behavioural science or learning science principles (e.g., spaced practice, microlearning, capability frameworks). Experience working with AI-driven learning technologies, chatbots, skills ontologies, or LXP platforms (Degreed, EdCast, etc.). Experience developing user centred L&D processes with strong stakeholder engagement across HR, talent, operational teams, and technology.
