The role:
We are looking for a Housing Income Officer to join the Income Management team to perform all duties in connection with Estate and Tenancy Management for Secure, Introductory and Flexible tenancies. This includes management of rent and service charge recovery procedures, management of nuisance cases and tenancy issues and all other related issues. There is a strong emphasis on tenant consultation and participation within the responsibilities of this post.
In order to carry out this role you, a degree or at least three years' experience in social housing is required, along with strong knowledge of housing law, tenancy management, rent collection, tenant engagement and experience of possession hearings.
You will have excellent communication skills, practical experience with estate and tenancy issues, and a solid understanding of legal, safety, and policy frameworks within housing services.
Key responsibilities:
Manage rent and service charge arrears, including legal action up to and including court representation and evictions
Provide tenants with benefit advice and support in claiming Housing Benefit or Universal Credit, making referrals to relevant agencies such as the Housing Benefit Visiting Officer, CAB, or floating support where needed
Address tenancy breaches such as nuisance, subletting, or anti-social behaviour
Gather evidence, liaise with legal teams, prepare for court proceedings, and attend court as a witness on behalf of the council
Promote and facilitate resident involvement through forums, estate walkabouts, surveys, and support for resident associations
Ensure compliance with Local Offers and lead consultation initiatives
Deal with perpetrators, alleged perpetrators, and victims of ASB, including racially motivated incidents and noise complaints
Apply appropriate interventions such as mediation or restorative practices, and work in partnership with the Police, Community Protection, and Environmental Services.
Manage voids and sign up new tenants within target timescales
Ensure tenants are fully briefed on tenancy responsibilities and local services, with follow-up visits at six weeks and annually thereafter
Process tenancy changes including mutual exchanges, successions, assignments, and changes of tenancy
Refer tenants to support services such as Social Services, GPs, and Mental Health Teams. Attend case conferences as required
Maintain accurate and timely records on systems such as Orchard and relevant databases
Ensure estates are managed in line with health and fire safety regulations
What the client is looking for:
Degree educated, or with a minimum of three years’ equivalent experience in Social Housing or Housing Services
In-depth knowledge of housing law, landlord and tenant legislation, and legal procedures relating to tenancy management, rent collection, and debt recovery
Strong understanding of tenant engagement and participation strategies, including the role of regulatory bodies such as the Tenant Services Authority
Sound knowledge of landlord responsibilities towards tenants and the wider community
Confident and proficient IT user
Good working knowledge of environmental protection laws, including health and safety and fire safety regulations
Familiar with court processes, rent recovery, and arrears procedures.
Minimum three years’ experience in social housing (if not degree qualified), in a role requiring assessment of information and evidence-based decision-making.
Excellent communication and interpersonal skills, with the ability to influence and negotiate effectively including with tenants and external partners
Demonstrable experience and commitment to tenant involvement and consultation
Practical knowledge of estate management issues such as nuisance complaints, neighbour disputes, and anti-social behaviour
Experience working within policy frameworks and contributing to policy development and service improvements
Proven track record of conducting effective consultation with housing customers
Knowledge of rent collection processes
