  • A Fleet Purchasing Manager position is available with the City of Fort Worth Finance Department. An opportunity is available for a highly seasoned and accomplished professionals to lead the procurement of goods and services, including vehicles and equipment; monitor and evaluate the quality, responsiveness, efficiency and effectiveness of purchasing programs, delivery methods and procedures; and work with employees on the continuous improvement and timely delivery of goods and services. The successful candidate will have the ability to communicate clearly and concisely, both in writing and orally, to make project presentations to all levels of the organization; to establish and maintain effective working relationships with those contacted in the course of work; and have an analytical approach to decision-making. The candidate should be able to think independently and work with minimal supervision when provided with a task or objective.

Minimum Qualifications

  • Bachelor’s Degree from an accredited college or university with major coursework in Business Administration, Public Administration, Economics, Accounting or a related field
  • Five (5) years of responsible purchasing or contract administration
  • Two (2) years of administrative and supervisory responsibility
  • Two (2) years of experience in purchasing for public agencies
  • Possession of a valid driver’s license

Preferred Qualifications

  • Experience in reviewing formal contracts, Requests for Proposals, Requests for Qualifications, Requests for Quotes and related documents; and coordinating public bid openings for formal bid advertisements
  • Experience in negotiating and resolving sensitive or controversial issues
  • Experience in PeopleSoft Purchasing System or related procurement systems

The Fleet Purchasing Manager job responsibilities include

  • Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations
  • Administers assigned contracts; negotiated and prepared complex requests for proposals or contracts with external professional service providers and vendors; monitored work progress and ensured adherence to project schedules and budgets
  • Provides complex staff guidance to the department’s senior management team; participates in a variety of committees; prepares and presents staff reports and other correspondence as appropriate and necessary
  • Maximize sourcing through vendor identification, vendor solicitations from additional sources and use of cooperative agreements
  • Coordination of services and activities of a comprehensive, value driven purchasing program. Coordinate assigned activities with other divisions, outside agencies and the general public
  • Train staff and employees on best procurement practices and procurement systems and provide highly responsible and complex staff assistance to higher level supervisory or management staff in a fast paced, high visibility, high volume environment
  • Monitor and evaluate the quality, responsiveness, efficiency and effectiveness of purchasing programs, delivery methods and procedures, and work with employees on the continuous improvement of purchasing programs
  • Monitor expenditures and procurement practices to ensure all purchasing is conducted in compliance with State and city approved policies and procedures
  • Track and manage contract expirations, renewals, and amendments. Monitor contract utilization for over/under utilization of vendors. Monitor contract spending authority as compared to spending patterns/projections
  • Assists City Council, upper management, city departments and vendors with procurement related issues. Serve as a liaison with other divisions, departments and outside agencies
  • Supervise a team of Buyers and Senior Buyers to develop and deliver the annual purchasing plan
  • Proficient use of MS Office applications such as Word, Excel and PowerPoint on a regular basis
  • Performs other related duties as required
  • Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations
