The purpose of this new role is to lead and co-ordinate lead East Lothian Council's leadership development strategy and associated programmes of learning. You will be developing and delivering learning experiences to aspiring and experienced managers from across the Council to ensure our leadership behaviours are imbedded as part of what we do every day. This role also involves supporting some employee engagement activities and leading on our Personal Review and Development process.

You will join a small Organisational Development team covering a wide remit of broad organisational initiatives to support culture change.

We are a relatively small council with circa 5000 employees. That means you can make an impact quickly. Ideally you will enjoy working collaboratively with a very diverse range of service groups, be autonomous and persistent in achieving outcomes. You will have a lot of scope to bring in your own ideas and will be expected to use your own initiative with minimal supervision. Influencing, and managing challenging situations are important skills in this role as is the ability to communicate with employees at all levels.

This post can be undertaken on a home working basis. You would be expected to travel to internal customer/team meetings and deliver in-person events on a regular basis as required.

Please Note:

Job Details

Lead workforce and organisational development initiatives (leadership development) to implement the Council’s Workforce Development Plan. Source and recommend external development opportunities to foster change and resilience in the workforce.

Provide advice to the Service Manager – Transformation and Digital, the Head of Finance, the Council Management Team, and the Executive Director of Education& Children Services (Leadership Development Sponsor) to ensure that the Council meets its workforce and organisational development needs as outlined in the Workforce Development Plan and other corporate strategies.

Job Requirements

Relevant Qualifications
Educated to degree standard or equivalent in a relevant discipline (e.g. CIPD) and/or able to demonstrate equivalent knowledge, skills and competencies gained through relevant experience.
