The role:

We are seeking a Damp and Disrepair Manager to support the Head of Service and other managers in leading teams that deal with complaints, disrepair and damp and mould issues, including housing condition cases brought against the authority in partnership with legal services.

In order to carry out this role, you will be an experienced senior housing professional with a degree in Building Surveying or related field, skilled in leading multi-disciplinary teams, managing complex legal and housing disrepair issues, driving service improvements, and overseeing significant budgets, while maintaining strong communication, leadership, and collaborative skills.



Key Responsibilities:

Supporting with the managing and leading of the damp and mould and disrepair teams to ensure all claims and legislative issues within Repairs and Maintenance are successfully investigated and completed without delay and in accordance with prescribed timescales
Accountable for ensuring delivery of high-quality work, getting work done “right-first-time” and achieving high customer satisfaction within budgetary targets whilst providing cost effective and value for money services in order to resolve any confirmed defects. This includes monitoring the work of the trade teams & contractors from start to completion
Provide a professional service, leading by example and providing expert witness advice and reports to a range of officers in relation to technical housing matters as required



What the client is looking for:

Degree-qualified (or equivalent) in Building Surveying, Environmental Health, or a relevant construction-related discipline
Professionally registered or willing to work towards registration with a relevant body (e.g. CIEH, RICS, CIH, CIOB)
Extensive senior-level experience in housing services (social or private sector)
Proven leadership in managing multi-disciplinary teams to deliver high-performance outcomes
Strong track record in motivating and developing staff to improve customer experience, drive accountability, and deliver seamless, end-to-end repairs and services on time and to a high standard
Demonstrated ability to lead projects, shape policy, and drive service improvements
In-depth knowledge of housing disrepair including legislation, regulatory frameworks, best practice, and technological advancements with a clear understanding of its impact on social landlords
Skilled in managing complex legal matters relating to housing condition claims and litigation and able to advising legal teams accordingly
Ability to analyse disrepair performance, reduce case durations, minimise settlement values and control legal costs
Confident and composed when managing challenging, sensitive, or confrontational situations with a diverse range of service users
Exceptional communication skills with the ability to produce professional reports for court, ombudsman, or internal use
Strong financial acumen with experience managing significant revenue and capital budgets, and using data to ensure quality, performance, and value for money
Proficient in Microsoft Office with a willingness to adopt new technology
Hands-on experience in recruitment processes, including internal and external hiring
