We work across city agencies to strengthen service delivery, build modern data and digital capabilities, and promote transparency. OPI uses data and design to help improve services in ways that residents and staff can see and feel. Position Description The Civic Technology Lead (Operations Manager II) serves as the principal technical architect and hands-on engineer within OPI, responsible for designing, building, and optimizing digital systems that advance city operations and service delivery. This role combines deep technical expertise in cloud engineering, software development, and data architecture to drive Baltimore’s digital transformation. The Civic Technology Lead works closely with OPI teams and partners with Baltimore City Information Technology (BCIT) to ensure technical alignment across applications and data. Reporting to the Deputy Chief Data Officer, the Civic Technology Lead is the primary architect and technical resource for the team responsible for end-to-end design and delivery of modern, scalable solutions. This position leads efforts to automate processes, integrate citywide systems, and apply emerging technologies (such as AI and mobile applications) to drive innovation and efficiency. The role also provides technical guidance to OPI project teams and collaborates with BCIT and other stakeholders to ensure best-in-class technology solutions for city government. The Civic Technology Lead is OPI’s principal technical architect designing, developing, and integrating solutions that power Baltimore’s digital transformation and help city teams deliver modern, impactful services. Essential Functions: Design and implement technical architectures that align with organizational strategy and citywide goals. Lead the development and deployment of integrated automation, data, and workflow solutions that streamline city operations. Build and maintain internal tools, platforms, and prototypes, applying best practices in front-end and back-end development. Evaluate and integrate emerging technologies, including cloud services (Azure), data pipelines, and Large Language Models (LLMs), to accelerate digital transformation. Collaborate with OPI colleagues, BCIT, and external partners to resolve disconnected systems and create unified, user-friendly digital experiences. Apply Agile methodologies and lead iterative design and delivery processes for technical solutions. Develop and maintain architectural documentation, solution blueprints, and capability roadmaps. Create feedback loops and integrate user feedback into ongoing solution improvements. Serve as OPI’s technical subject matter expert, representing the team in technology discussions and citywide digital initiatives. Perform other related duties as assigned to support OPI’s mission and innovation agenda. Minimum Qualifications: Education: Have a bachelor’s degree in computer science, data science, engineering, information technology, or a related field from an accredited college or university. AND Experience: Have at least seven (7) years of experience in cloud engineering, data engineering, or digital transformation, with a proven track record designing and implementing process automation and integrated system architectures. OR Equivalency Notes: Have an equivalent combination of education and experience. Preferred: Master’s degree in a technical field, certifications in Azure or related platforms, and experience with tools such as Terraform, Docker, Kubernetes, or CI/CD pipelines. Knowledge, Skills, & Abilities: Advanced technical expertise in cloud engineering, data engineering, and platform architecture (especially Azure and PostgreSQL/PostGIS). Strong front-end and back-end development skills, with experience building scalable, user-centered systems. Experience with process automation, system integration, and deployment of emerging technologies such as LLMs. Proficiency in Agile methodologies, iterative development, and prototyping. Ability to collaborate effectively across multidisciplinary teams and communicate technical concepts to non-technical audiences. Strong analytical, problem-solving, and documentation skills. Familiarity with data management best practices, spatial and non-spatial data solutions, and public sector digital transformation. Self-starter with a commitment to continuous improvement and technical excellence. Additional Information Background Check Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed. Probation All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
