HMPPS Band 7 - Print Specialist

Prison Industries HQ coordinates the national provision of goods and services through prisoner work areas in multiple sectors. By being self-sufficient in things such as clothing, furniture, equipment, documents, food produce and laundering, Prison Industries HQ saves millions of pounds for the taxpayer and provides valuable work experience and sector-specific training for prisoners.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

• Manage print production across all workshop sites ensuring customer specifications and delivery requirements are met.
• Management of stock levels ensuring that orders are in place to meet predicted demand levels, maintaining a maximum of 3 months of C&E and MOJ stock, supporting make or buy decisions as necessary.
• Manage the oversight of contracted out services as required.
• Produce technical procurement specifications for both materials, services (buy outs) and machinery and carry out technical assessment of supply tenders.
• Calculate product prices ensuring that current and up to date prices are used and ensure PSPI pricing policy is adhered to. Update all print material prices and product costs to reflect current values and ensure best value for money.
• Plan and manage capacity and production to contribute to increasing the printing outputs in line with PSPI targets.
• Manage work orders and schedule to establishments working with establishment managers to match identified resources and capability, reviewing and agreeing product lines.
• Use the Tharstern MIS system, to provide product costs, transfer orders, reports etc.
• Monitor industries performance in workshops, taki ng corrective action where necessary reporting results to the programme manager.
• Manage the setting up of new product lines in line with new business requirements including the expansion of business to OGD.
• Provide advanced technical support to establishments in the planning and developing of new industries with regards to workshop layouts and plant and equipment purchases.
• Produce business cases for the purchase of any capital plant and or tools as required.
• Provide advanced technical advice to prison establishment staff on production line processes at pre-production and production stages.
• Develop job related training for prisoners in line with product specifications and the Quality Manual.
• Responsible for responding to customer and business development team sales enquiries in a timely manner.

Experience

• Sound technical background in the commercial print industry.
• Proven track record in production.

Technical Requirements

• Qualifications at ONC or equivalent in the printing industry.

Ability

• Good IT skills, including production management software.
• Able to communicate to a wide range of external and internal personnel.
